Shelly Hutchinson has served the citizens of Gwinnett County and House District 106 since first being elected in 2018.

HD 106 includes the City of Snellville and unincorporated Snellville, as well as portions of unincorporated Grayson, unincorporated Lilburn, and unincorporated Lawrenceville.  Her current committee assignments include Budget & Fiscal Affairs Oversight; Energy, Utilities & Telecommunications; Juvenile Justice; Public Health; and Regulated Utilities.

In 2023, she was selected by the Council of State Governments (CSG) to participate in the 2023 CSG Henry Toll Fellowship, which is recognized as the nation’s premier leadership development program for state government officials. The program brought together 47 individuals serving in various branches of government in 29 states and U.S. territories for an intensive leadership boot camp. The program seeks to stimulate personal assessment and growth, empower leaders to collaborate and communicate more effectively, and to provide non-partisan networking and relationship-building opportunities. More than 1,350 government officials have graduated from the Toll Fellowship, with 200 who serve as state legislators.

Born and raised in a Catholic New Orleans home, Rep. Hutchinson’s family and faith instilled in her the values of honesty, commitment, and leadership at a young age. Her family’s New Orleans traditions revolved around faith.

After graduating from LSU with a BA in Criminal Justice, Rep. Hutchinson moved to Atlanta and met her husband. In 2000, she graduated from UGA with a Masters in Social Work – the same year she and her husband welcomed their first child. While she began her lifelong career in social services and child welfare by working for Fulton County DFCS, in 2002, she founded The Social Empowerment Center, a mental health and social services outreach and treatment center in Lawrenceville.

After being recognized by the Bulldog 100, as the #1 fastest growing businesses owned or operated by UGA Alumni in 2014, Shelly also landed a job as a part time professor at the UGA School of Social Work.  As the chairperson of the Local Interagency Planning Team and the Children In Need of Services Committee, Shelly assists local leaders in providing access to unconventional services for children in need of behavioral health services.

Rep. Hutchinson also belongs to numerous professional organizations such as Together Georgia, The National Association of Social Workers, and The Georgia Society for Clinical Social Work. She is active in alumni organizations and is a current member of the UGA alumni Board.

As a eucharistic minister, lector, and volunteer, Shelly and her family have maintained her traditional Catholic roots in Gwinnett County, with her children beginning as altar servers when  they were in Elementary School. Rep. Hutchinson is proud to give the Gwinnett County Public School System credit for her children’s academic success as both graduated from Brookwood High School before attending college.
